To run the game on Windows, download the newest version of Java from http://java.com/download then download the .jar file below, to the folder where you downloaded it and run the file by double clicking on it. For linux users, assuming that you have the earliest Java installed - you will have to use the command line and issue the command "java -jar EasyCity.jar" to run it, or use the file manager to run the game similarly to how you would do it on Windows.
